Barney Frank and Senator Thomas Carper were not in the majority in either House. The gop controlled both Houses. Bush and the gop didn't do one thing in the years leading up to the collapse so you and they blame Democrat even though they controlled the entire government. In what world does this make sense? Did the gop vote on legislation that Dems stopped? No. They didn't do anything. The gop is the party of dumb people. Look at your link. Show me the law they tried to pass (the vote) etc. It didn't happen. They know you won't so they know they can lie. Recall, Bush lied about WMDs and then stayed in that war after his lies were exposed.
