You are still not getting it. It is not his job to convince the Republicans of anything. He has an investigation to do and he has very limited resources. In order for him to pass on parts of the investigation to other departments and use their resources, he has to show cause. By indicting the Russian intelligence officers, he can now call on other FBI departments to investigate the Americans who interacted with those Russians.
