Probably for security. A browser is a huge vector to the internet that can go literally everywhere.

While Safari may be the most secure, or not, it is the know software as far as Apple is concerned. If a significant security problem is found, Apple can create an update to fight the problem and get it distributed fairly quickly. It is protection that Apple can work with to help maintain the "secure" image that they seem to be promoting.
