Geoff,

There is really a very simple answer. The Japanese are the most fiercely xenophobic people in the world IMHO. I have had the chance to spend considerable time in Japan, SE Asia, & Europe. My statement is based on personal observation but I think it holds up under policy scrutiny and history as well. But I will also mention that once a barrier there is broken (on a personal basis) you will never find a more fiercely loyal and committed relationship. I do not believe this is a dichotomy. I think it is directly reflective of cultural mores deeply embedded in both society and the individual psyche. Only in this generation do we see some of these mores being seriously rattled. It must be excruciating to see what had formerly been held dear, even given, suddenly become suspect.
