The reason that Europeans e.g. Germans are partially o'key with "compassionate" state (despite huge unemployment as a result) is they inherited a century-old culture that it is shameful to stay home and most, even if paid more to stay home, would look for work..
We do not have this culture in USA..thus carrot is not usefull
