China is by no means the "good cop" and I can cite many examples of how they are facing a backlash in the host countries. But it is consistent with the Chinese mindset to build an ecosystem of interdependencies that would make going to war hard, if not inconceivable. In fact, they approached GWB with this exact proposition - "How can we ensure that our two countries will not be on opposite sides in the years to come?" I don't think it went very far, in part because that kind of thinking is so foreign to Americans.
