There was just a report on CNBC regarding no credible change in posture out of China regarding the deal, but notable also confirming the involvement of Mnuchin and Ross in the Qualcomm NXP approval process. According to Faber, the Americans believed that once there was certainly about ZTE, they would see an approval. I think their involvement may have actually poisoned the process because it signaled to the Chinese that this approval was important symbolically and so they seized upon this as a means of twisting the Trump administration's arm.
