MOFCOM's dragged out, drawn out review of the deal long predates this trade pissing contest. The two events are not related. I don't get why everyone keeps conflating the two.

As to upside/downside, there is no upside to MOFCOM performing to a deadline they did not set.

I absolutely see the lack of approval as related to the trade issues and then ZTE. The first shots in the trade war were the steel tariffs and the rumors around that began in late January. In addition to every reputable article tying the approval to trade, Q has said the same thing and we have never heard of a business reason that might be holding up approval.

I see this as a political decision and not MOFCOM at all. So, it doesn't really matter whether this is a MOFCOM or Qualcomm deadline as perception is what is going to drive the reaction....and the perception will certainly be that China turned down approval because of the trade disputes.

I don't know whether the US (Trump or Senate Republicans) will react to a lack of approval...and neither do the Chinese. There is no upside to a "no" while there is certainly some potential downside. As I said before, the Chinese government is making a mistake if they don't give approval.
