Language is a tricky thing. In this case, to "resume" payments implies that they have been stopped. Which, in fact, happened. With Trump grandly announcing that was intentional and permanent. Not simple temporarily halted for one reason or another. But stopped.

I am guessing that reality intruded on Trump's intention to piss all over the program.

Or at least to hire some hookers to do it.
