I e-mailed investor relations and received a reply that co. insiders hold 45% of WCEC's stock, and that blackout periods prevented insiders from purchasing more shares. Insiders can't buy more shares before a bond offering etc., because their purchases could be construed as manipulating the market, especially if the co. immediately goes sour after a successful offering.
