I think Comey should have stuck with FBI rules of engagement. He seemed to break precedent and make himself impactful to an election. I think his actions were detrimental to Hillary, which I don't like, not because I want to defend Hillary, but because it is destructive of the Democratic process for the FBI to place itself in a position to sway an election.

Having said all that, Comey was absolutely biased himself and the people he put in charge of the Hillary investigation, Strokzy, was absolutely biased. In addition, Comey tried to sway the decisions of the DOJ on whether or not she should be indicted. He oversaw the change of wording from the interviews and personally oversaw the reduction of severity of the ultimate report from "negligence", which was a felony to something else, which was not. When you look at the letter of the law, Hillary was guilty of willful negligence and should have been indicted and tried. It was a miscarriage of justice that Comey manipulated events to avoid an indictment.
