What you want is repeal of the 23rd Amendment, which would make the number of electors proportional to the population. This is, I think, an impossible feat. Not even Connecticut or New Hampshire or Hawaii would support it, let alone any red state. Get over it. Not going to happen. It is fair and sensible. No way small states are going to turn the country over to NYC and Cali.
