They can be done. There was a bi-partisan immigration bill which passed the Senate in '13, by a vote of 68-32, but Boehner: No vote on Senate immigration bill -

Shrub signed bi-partisan bills. Raygun did too. More could be done now if Ryan junked the Hastert Rule. Trouble is, too many on the right want to not govern. It's not that they can't govern even poorly; it's that they are philosophically opposed to governing. They don't want to make SS stronger like Raygun did; they want to kill it. They don't want to make Medicare better, they want to kill it. Etc, etc.
