The 3GPP process will end up going no where.

We have large multi-national companies investing 100's of million of dollars in MBANS medical devices which will largely use the same spectrum on a terrestrial basis, that Globalstar is attempting as a MSS spectrum speculator to allow what would be interfering terrestrial services into MBANS devices.

Simple common sense tells you that this will never happen.
