Air Force is a substantial bureaucracy on its own. No point in hog tying a new, smaller organization with that. At least, that would be my first reaction.

The Air Force was part of the Army for a long time. When is it best to split functionality out into its own organization? Probably not yet.

As for bureaucracy, there's a lot of overhead in a new organizational entity. I personally put together reorganizations that created two new independent government agencies. Tooth to tail ratio way too small. Sure would be self-gratifying, though, to create a new logo for a new hat.
