I base my assessment on the fact that HMO's are all hurting now because beurocratic state regulators have not allowed sufficient premium rate hikes. Well, all this will have to change soon or the HMO's will either cease to exist or provide such poor service they will be a negative to society. I expect as much as a 10% rate increase soon as well as enrrollment increases!
