Page 23 is sworn testimony in front of a judge. Since lying would result in more charges filed against him there's no reason for him to lie to a judge. There are a lot of reasons for Trump to lie - mainly because the people who voted for him don't care about facts. In a sworn plea agreement Cohen admits he and Trump committed two felonies. This is not supposition or guess. It's on page 23 and that's why you can't read it.
