Re -- without any ways to discuss the new untested ideas with the world, cannot be good.

All those companies porting software, IBM,HP, , Microsoft, Sun, DEC, Hitachi, Tandem, SGI and on and on... cannot do it without access to the architecture. Besides they are the ones with the most knowledge in this area and are more likely to find any flaws. Furthermore the instruction set is public domain.
