The fall of satan and certain other angels came long before flesh man.It was after this cataballo (the overthrow of satan) that man was created in the flesh. Soon after this God ordered animal sacrifice for the forgiveness of sins. Before this there were no promises or covenents, and no recorded account of "salvation"
We do instead have Ez.28 whereby we are told that satan was "dethroned" and why he was. We also have Jude,6 and 2 Pt.2:4.
There has only been one without question sentenced to death. That being satan, the son of perdition. Ez.28.... Those angels spoken of in Jude 6, "he hath reserved in everlasting chains under darkness unto the judgment day" I would say that this scripture also speaks of eternal condemnation. As is documented by 2 Pt.2:4.....
So in that vein scripture does tend to teach that the angels have a "stricter" or higher set of "rules" to abide by. Which in my opinion is not difficult at all to understand, and by NO means does it show that God is inconsistent. As a matter of fact it is absolutely consistent with the fact that the angels have more information then we do, and so more is expected of them....After all they literally live with God.
