The former Veterans Stadium and newer Lincoln Financial Field for the Eagles has always had this type of arrangement as do all new stadiums including the newer swamp structure where the Giants and Jets play. They are holding pens and not jails, I am sure they are adequate but not speaking from personal experience or compared to North Korean or Chinese prisons and my -never happened- time there.
