I found Soundview's rationale for the downgrade of Tellabs and Lucent. This is from a Reuters report found under ADC Telecom/YAHOO Finance-

"RBOC spending appears to have slowed in the last few weeks. It's probably not a permanent situation, but it could create small, short-term disruptions on earnings." The drop in spending could be due to a variety of factors, such as seasonal slowdowns or regulatory uncertainty."

Some day I want to be an analyst. I want to get paid big bucks while being vague, uncertain, lack of accountability. This guy never called the RBOC's!
