FEMA stands for Federal Emergency Management or, in the case of PR, Federal Emergency Mis-management. It's not real difficult to airlift generators to every town, if you have generators. FEMA Internal Report Cites Problems With Agency's Response To Hurricane Maria FEMA ultimately installed more than 2,000 generators, which is a record number for any disaster. But the day of the storm, FEMA only had 31 generators on the island - on the entire island.
