First of all, I am not sure what to make of the DXI "index". What does it really measure(include), but let's take it at face value and look at the chart over the past year.

The time axis is a little hard to read exactly, but in the last roughly 3 weeks the index has gone from about 27000 to 28000(+3.7%). Looking back to the peak area of about 29700 in December time frame to the recent 27000 number in early Sept the index was down about -9%. Now that the index is 28000, the loss from the peak 29700 is a about -5.7%. To me, that doesn't seem like a really big deal.

To read many articles, that reduction is "terrible". This has led the entire memory/equipment sector to take big hits to their stock prices, 12 month target prices, and their earnings estimates. What does the market expect? Do they expect the prices to always go up ad infinitum and never take a slight breather? It makes no sense. Now after the Micron earnings report, the articles are coming out projecting a "recovery period" of several to many quarters(1 to 2 years?). Wow, how long will it take for the negativity to pass? It probably won't be soon.
