A couple of things:

US sugar has been historically higher than the price of world sugar. Brazilian cane syrup is the cheapest of all.

Stevia consumption is growing and is projected to continue to grow.

The fermentation never uses any form of stevia. Simply put it is cane syrup in to a fermenter with genetically engineered yeast and Stevia molecules are the end product. Reb M, the sweetest molecule in the stevia leaf, is 250 times sweeter than sugar so the end product of the fermentation process is roughly the cost of sugar. The enzymes in the yeast are essentially the same enzymes found in the plant.

Regarding wheat, I lease wheat land, and I am meeting one of the farmers tomorrow. I will ask about drought resistant seeds.
