Question on accessing Apple's update servers. I'm trying to update the old IOS on a used iPad relatives have given us. It won't update. However, when I try to "check for updates" using iTunes on my PC, it also cannot respond to the check, it just checks in perpetuity.

I think my PC from my location (Philippines) cannot access the Apple Update server. Any suggestions for how to fix this problem?
