IAUS used the U.S. mail to send out packets of information to potential investors who answered ads in Investor's Business Daily. The advertising literature they sent out claimed (in a sheet titled "DWM Test Results") that they could do 9.6 Gbps (yes, that's Giga) over a 100 KHz wide radio channel and the claims they made for telephone use (300-600 Kbps over an unmodified POTS line). If they can't deliver, sending false claims through the mail to solicit money becomes mail fraud. As we now know, they later made a filing with the SEC that indicated those performance figures were "theoretical". You can read this SEC filing by clicking on this link sec.gov
