They are not the same guy, but to me they look very similar. Except for the lips like Carolyn pointed out. One actor played on Nikita (US version and Canadian version) and The 12 Monkeys. The younger one plays on the TV series The Flash. Which is a good TV series. Anyways I found the actor I was looking for.
