Your assertion seems naive to me. My assertion comes from a second career in management consulting on top of a master's degree in management. Trump was a do-it-yourself guy in his business. He not only had his fingers in everything shiny and new, he was the the guy who made the deals. He still says he's "the guy," the only one. I haven't seen an org chart of his business. Probably never had one. Executive skill is in articulating a coherent vision, setting direction, and then delegating, not in making deals and jerking subordinates around. Not that there's anything wrong with that in a business for which it's appropriate. The federal government is not that.
