Prices have fallen precipitously while earnings have retreated only slightly resulting in very low PE numbers.

Forward PE forecast never predict EPS declines well, so they are fairly useless at this point in the semi cycle. On the way down historical price to sales or price to book is a better method to use to "call the bottom".
