"Seats" are Oracle's terminology for user licenses, concurrent or named. It could mean 10,000 workstations/10,000 readers (or more) for which only 5,000 concurrent users (seats) can be on at the same time. It could also mean 1 workstation/1 reader for 5,000 named users (seats) taken to a really stupid, but still possible extreme. Real world is that you usually buy less seats (licenses) than the total number of users - you expect to see only X seats using the system at them same time.
