Also, when HECO finally gave up the fight and agreed to allow tie ins to the grid, the caveat was that tie ins were restricted to 15% of each "node". HECO decided arbitrarily what a "node" is.

After the program hit the ground running, the public found out that corporations had already signed agreements behind closed doors with HECO allowing them to utilize the 15% capacities for the sunniest, highest usage areas so they could install solar PV farms and sell HECO electricity, capture the tax credits and HECO now resells the electricity at a profit to the public stooges.

Of course, that limited the amount of citizens that could tie into the grid in certain nodes. many never even got a chance.
