In hawaii, yes. You need HECO permission to add panels or HECO will cut your grid tie.

HECO has no say over your system unless you want to connect it to their system.
read my reply again. It is reality. We only have HECO for the grid unless you live on Kauai. HECO owns the grid and the dems that run our State house make laws reflecting whatever HECO wants.

You cannot add a panel to your roof without HECO approval. I think the application fee is $500, last I heard.
