When an insider registers shares to sell, how long must he wait before selling? Can he sell immediately after registering, or must he wait some period of time before selling?

If they sell at the present time, they will lose a bundle. (But not as much as they would lose after Chapter 11, if it is to come)

Could they be registering to be able to sell later in anticipation of some good news that will cause a pop in the price? I realize that this is grasping for straws, but ya gotta have something!
