Does it really? Recidivism rates tell you that they have not learned their lesson and that they are not ready to embrace the social contract. Within the first year out 57% are back in; within 3 years - 67%, within 5 years 77%. We can argue the prison system is a failure and whatever the other root causes are, but the fact remains they have repudiated the social contract and are not ready to embrace it again after they get out.

I would be open to something like them going through the immigration process or something like that over a period of 10 years to earn their voting rights back. But just giving it to them for serving time? Nope.
