Thanks for the Data Storage link David and no wonder I couldn't yet get the article online.. The article starts with:
"Codec chip for MPEG-2 targets recordable DVDs--An integrated codec from C-Cube Microsystems (Milipitas, CA) can encode and decode MPEG-2 digital video streams in real time. With it an ordinary PC can capture, encode and store digital video on a hard disk or a recordable DVD instead of requiring a special disk array. Thus the chip immediately slashes the cost of professional video editing and production. Also, it will soon bring the costs of "personal video": systems based on DVD-R (recordable) or DVD-RAM (rewritable) drives within the reach of consumers."

and concludes with:
"According to C-Cube, the next generation of the codec architecture will meet all the critical demands of the high-volume consumer-electronics industry--high performance, low price and low power consumption."
