Cuz, Texas (R)'s are not stupid. They understand that wind energy is, after the windmills are amortized, essentially FREE, since there is no fuel cost, EVER. Only maintenance costs, which themselves are less than the same for any fuel-using power generation.

Also, west Texas has an abundance of basically worthless land (as does the entire American southwest), with no water and no electricity. Put windmills on it, and they suddenly have electricity, and a steady revenue source for the landowners. A win-win is an easy sell, with no opposition. All the Texas (D)'s were for it, all the way.
