The Times, Places and Manner of holding Elections for Senators and Representatives, shall be prescribed in each State by the Legislature thereof; but the Congress may at any time by Law make or alter such Regulations, except as to the Place of Chusing Senators.

This means that the Congress can mandate geometrically compact and equal districts which are decided by a non-partisan body (which can, in fact, be run by the state).

Re: Ranked Voting

The Constitution is fairly silent on the issue and therefore the Congress may pass any laws as it sees fit - just as women and blacks were not allowed to vote before and now are.

A ranked system will allow people to vote for lesser-known parties and candidates without "wasting" their vote. This will increase the participation in politics and promote proliferation of ideas.

For the House, there are better options such as doing away with districting altogether and choosing candidates based on their total number of votes. In reality, this will lead to each candidate creating his own "virtual" district to campaign in as he cannot afford to run against the whole state. There are other good options too such as those in use in Sweden.
