Should congressional apportionment be based on the number of American citizens in each state


The constitution is clear on this. Article 1 Section 2. Representatives shall be apportioned among the several states ... which shall be determined by adding the whole number of free persons.

Replaced by 14th Amendment Representatives shall be apportioned among the several states according to their respective numbers, counting the whole number of persons in each state.

No mention of any citizenship requirement.
