I am ashamed of you for posting that bogus vote representation without explaining the Democratic votes against it were DIXIECRATS, now Republicans, and the Republicans were northern Republicans (liberals).

It was the conservative Democrat's and conservative l Republican's that worked and voted against the African American. There is a reason African Americans vote 95% Democrat.
