Can't never did anything, as my dear old mother used to say. We have not even seriously tried. Republicans don't believe in such programs and they have had the power. Now that is changing.

If we spent 50 billion a year in matching grants to states based on grant applications describing plans and budgets, setting up state offices and state and local advisory councils to address the problem specifically, and doing it year after year, would reap great rewards in the reduction of suffering of the homeless.

And by doing this, year after, it should be clear it would make a huge difference in reducing the suffering.of the needy.

It is social planning 101.
