I think what has happened so far is beyond anything adversaries could have hoped for. The US has had even a less functional government for the past 2 years than we thought possible. The tax give aways and economic policies will hit us in the next 2 years and will last for a while. The reputational loss is beyond measure. And all US alliances have weakened more than anyone would have expected. And this just to name a few. So I'd say for a suitcase of money, Putin has managed to do more than he could have dreamed up with truckloads of cash. If DNC was competent, by now they would have owned the national security and patriotic platforms. BTW, not sure how much attention it has gotten with the crowd, but as early as 2015 the Russians were approaching Cohen to promote Trump for the presidency. That alone says a lot.
