Hopefully I can clarify my views a bit., If a person or corporation violates an agreement they are party and agree to, regardless of who it is between. Personal or international agreements.

Or if a person violates a countries laws while in that country. They are guilty of a punishable offense under the laws of the country or the agreement they violated. Regardless where they try and escape to or find refuge.

When visiting another country one must should at least do some preparation to comply with their regulations. Or don't go.

It is the responsibility of the traveler to comply with a countries statutes. Not the country to accommodate the visiting individual. If I go to China I am subject under penalty to follow the rules. The same in other domains.

Otherwise visitors would be allowed to create anarchy away from home. Launder money, or other offenses and not be punished if they exited the border before being caught Nor could they be indited even on returning home. As the crime was committed elsewhere and domestic law may be different. So those crimes should be ignored ?

I do not personally know of countries who do not have costume exemption for non residents or people of other religious beliefs.
The US has given some Canadians Lifetime Bans from entering the country to people over cannabis. which is legal in their home country.

My Neighbor has been refused entry for ten years because of 2 criminal DUI convictions registered in Canada. He is told he must apply for a US pardon or stay home. Somehow that policy does not apply to all. Just like the weed ban.
