Pure oxygen environments seemed an ideal engineering solution to design for weight, low-pressure oxygen even more so, but ultimately the "costly" mixed gas environment won out.

I'd suggest this is primarily because the environment we're accustomed to sustains the assumptions we base our designs and daily actions around.

Creating a novel environment comes with an endless stream of necessary adaptations which becomes its own unnecccesary industry.
