It is a Quebec provincial statute. Federal law does not govern Quebec' French language regulations Federally Quebec could choose English if they wished to. And if by majority vote Quebec people would have chose separation, The process would have began. It was their choice. But the Majority voted to remain as part of Canada. So our Democratic process allowed for that option also. Under a Communist dictatorship it is not as simple as a vote for self determination. just look back to 1989 Tienanmen square. They were not asking for separation, Just for some democratic rights. The bodies were cleared away by bulldozers for incineration and blood was hosed into the gutters. The wounded were raced to hospital in bicycle rickshaws. In the West changing democratic rights either right or left is done by casting your ballot in an election. Quebec does have different governing laws than the rest of Canada, which has British law.
