CTL has been not only running hot, they have loads of obsolete legacy equipment in their network. The are moving very slowly in order to do long term strategic planning in a much larger company since the Level 3 merger, but they are going to have to start aggressively spending at some point I would think. This outage has gotten them an FCC investigation....
