I would say the green house gas lets in more solar energy to the earth than they let out when the reflected energy comes from the earth. The CO2 gas would be a continuous envelope surrounding the earth, while the cloud is disconnected patches. If you have a green house whose cover is all ripped into pieces (like cloud) it wouldn't work so well.
