Why do you suggest this? "I'm sure the CIA has done something similar?" Do you want to turn this into a discusion of we did this and you did that? I think in light of what happened in Rwanda it is a small minded thought for you to suggest comprable horrors, as if this somehow forgives any horror, or genocide. Will your people ever forgive the Nanking Massacre? By saying "Oh, well these things happen" I don't think gives a scrap of dignity to the victims of genocide. No, Yiwu the CIA never did a similar thing. There are a score of books published in the US - where there is still a free press - about the Phoenix program in Vietnam. The French have never admitted to this involvement in Rwanda.
