Charliss, that is very unusual. You must be running on a static IP address, otherwise they couldn't target you specifically in different sessions. If you are dialing to a static IP, ask your ISP to change you to a different IP address. However, if you have a registered domain, a DNS serach will resolve to the new IP address, so you will be back to trying to block the offending incoming data.

I have alerted this person's isp about this degenerate and his attacks, but to date he is still on the offensive.

Escalate. Get your ISP and their upstream provider in on stopping this. They have more clout than you do.
