I would suggest listing the Items of Expenditure in ORDER OF MAGNITUDE and making some Hard Decisions as to what should be cut back, or eliminated. This should particularly apply to those "cost" items that regularly occur year after year, as opposed to once-off large expenditures.

Here we see that back in 2015 about 80% of Federal spending goes towards 4 Items !!

1st = Social Security, Unemployment & labour
2nd = Medicare & Health
3rd = Military
4th = INTEREST ON DEBT !!



.... and here we see where the money comes from and how much the USA has to borrow due to its "SHORTFALL".

And there we see that the interest on Debt is $229 BILLION !!!



One sees that there are two "Other" items in "Discretionary" and "Mandatory" spending totaling $(276 + 433) BILLION = $709 Billion ??!!

Cut that in half, reduce Medicare & Health by 10%, reduce Social Security by 10%, reduce Military by 10%. That will give $(354 + 98 + 89 + 60) Billion = $601 Billion > $583 Billion, so no need to borrow, and thereby start reducing the Principle ..... or something else along those lines because back in 2015 there were the two "LOSS" items of $583 Billion borrowing and $229 Billion of Interest = $812 Billion.

So until such time that "negative" amounts such as those are removed from the "system" the Principle of the Debt can never be reduced .......
