I have had similar problems with Nasdaq. Apparently under their rules unless it is bid above your offer price you are not entitled to an excecution. If the bid was only 10 the specialist can sell from his inventory at a higher price without filling you. I think it should be illegal but that's what my broker told me. He also suggested if i was still unhappy to file a complaint with NASDAQ.
